PMSE-xG performed a Basic Stakeholder Analysis based on the roles stakeholders occupy currently in Cellular Mobile industry, Radio Local Area Network (RLAN) industry, and PMSE industry regarding Spectrum (Owner, Manager), Network Infrastructure (Core, Radio Access Network), Network Manager (Core, Radio Access Network), Network User (Service, Customer).
In the case of the Cellular Mobile industry most roles except the Network User - Service and Customer - are taken by the Mobile Network Operator. In case of RLAN and PMSE industry the Customer or PMSE Service is deploying and operating the networks, and if required connected to the Internet via an Internet Service Provider (ISP). Cellular Mobile industry and PMSE industry are operating usually license-based, while the RLAN industry employ frequency bands where the spectrum resources are shared among license-exempt users based on adaptive medium access schemes like listen-before-talk.
A Mobile Virtual Network Operator (MVNO) operates a virtual network by sharing the physical infrastructure of an MNO. A PMSE Service can be an MVNO, if suitable network infrastructure and network elements (mobile edge computing, interfaces) are available in the service area.
Concepts like Network Slicing require that appropriate network infrastructure is deployed in the area of operation.
"Industry Application"-driven Private Network Operators (PNOs) could contribute to the 5G roll-out by local deployment and operation of 5G network infrastructure in the service area (event area, theatre, stadium etc.) required by the application. MNOs could provide Spectrum as Service to local or regional PNOs including the required frequency network planing.
Spectrum as Service is also a solution for 3rd parties and applicable to other radio spectrum resources, which might be available via Spectrum Sharing with incumbents.
